I now understand from your telegram of the 9th. August that an assignment of the trade marks in ques- -tion with the goodwill connected with these particular trade marks will be valid. If that be so, and if Kessrs. V. and C. Dunlop are prepared to accept an assignment so limited, I see no objection to the application in this case of the general policy indicated in your despatch of the 10th. October, 1917. I also agree that the value of this limited portion of the goodwill of Messrs. Heyerink and Company'e piece goods depart- -ment may be treated as nominal.

I enclose a copy of a letter received from the Chamber of Commerce in reply to a request by the Registrar of Trade Marks for the name of an appraiser who could supply a valuation of the trade marks in question and of the goodwill of the piece goods department of Messrs. Meyerink and Company. The question of this valuation no longer arises, but it may be of interest to you to know the attitude of the Chamber of Commerce to the question of German trade marks generally. One of my reasons for enclosing a copy of this letter is the fact that the licence to pay fees for the renewal of enemy owned trade marks has recently been withdrawn by the Board of Trade. I am addressing you separately on the question of the withdrawal of this licence.
I have the honour to be,
Sir,
Your most obedient,
humble servant,
Governor, &c..
